SRINAGAR — In a major effort to bolster security operations and adapt to evolving ground challenges, the authorities in Jammu and Kashmir executed a high-level police reshuffle, placing seasoned IPS officer Sujit Kumar at the helm of Kashmir Valley’s law and order framework.

Sujit Kumar, a 2007-batch Indian Police Service (IPS) officer, officially assumed charge as the Inspector General of Police (IGP), Kashmir Zone, on Thursday afternoon. He replaces VK Birdi, who was recalled for central deputation two months ago but remained in the position to oversee security arrangements for the annual Amarnath Yatra. Meanwhile, IPS officer Tejinder Singh has been posted as the IGP for the Jammu region.

The realignment of key top positions comes at a crucial juncture when security agencies are focusing heavily on neutralizing "hybrid terror" networks and neutralizing fresh security threats aimed at minority communities, including Kashmiri Pandits.

A Veteran Hand for Complex Challenges

Kumar brings a robust and diverse operational record to his new post. Having previously served as IGP (Security), his career spans key assignments across Jammu & Kashmir, paramilitary forces, and Naxal-affected districts in Jharkhand. He also served a tenure in the prestigious Special Protection Group (SPG), which is mandated with the Prime Minister's protection.

Officers who have worked closely with Kumar describe him as an intense, detail-oriented investigator known for maintaining composure under pressure. Between 2021 and 2024, as Deputy Inspector General (DIG) in both North and Central Kashmir, Kumar led multiple counter-terror operations. His tenure was instrumental in dismantling complex networks of unlisted "hybrid terrorists"—radicalized individuals operating under normal civilian facades to execute targeted killings before slipping back into society.

His immediate priority will involve fortifying internal security mechanisms and restoring confidence among minority employees under the Prime Minister's Employment Package, who recently faced heightened threat perception from terror outfits.

Key Leadership Changes Across J&K

Alongside the core Kashmir command, the J&K Home Department has restructured several strategic positions across the Union Territory:

  • CID Intelligence Chief: Additional Director General of Police (ADGP) MK Sinha replaces Nitish Kumar as the head of J&K Police’s CID wing.

  • Headquarters & Railways: Bhim Sen Tuti moves to IGP Headquarters J&K, while Uttam Chand has been posted as IGP Railways J&K (holding additional charge of IGP Operations & Services). Vivek Gupta shifts to IGP Security J&K.

  • Anti-Corruption Bureau: Shakti Kumar Pathak takes over as Director, ACB.

  • District & Regional Commands: Mubassir Latifi Ameer is appointed DIG IR Kashmir. District command updates include Sahil Sarangal as SSP Pulwama, Sunny Gupta as SSP Kishtwar, Tahir Saleem Khan as SSP Handwara, and Naresh Singh as SSP Rajouri. Muzaffar Ahmad Shah assumes charge as Staff Officer (SO) to IG Kashmir.

The reshuffle signals a clear administrative intent: leveraging battle-tested operational leadership to sustain security gains achieved over recent years while preempting emerging counter-insurgency hurdles.
