GUWAHATI — With floodwaters steadily receding across inundation-hit regions of Assam, the state government has launched a technology-driven digital survey to evaluate household losses and streamline relief compensation for victims of this year's devastating monsoons.

Assam experienced one of its worst deluge seasons in decades this year, resulting in 98 fatalities and massive destruction to housing, public infrastructure, and agricultural lands across multiple districts.

Tech-Driven Precision for Fast Rehabilitation

Chief Minister Himanta Biswa Sarma inaugurated a digital survey training initiative in Jorhat to train field personnel on the app-based survey protocol.

Speaking after meetings with officials from the Assam State Disaster Management Authority (ASDMA) and district administrators of the worst-hit areas—including Sivasagar, Charaideo, Jorhat, and Golaghat—CM Sarma outlined a structured roadmap:

  • District-Level Training: Commenced on August 8 for surveyors across affected zones.

  • Phase One Field Assessment: Runs from August 9 to August 30, with surveyors conducting door-to-door digital evaluations of structural damages.

  • Geo-Tagged Documentation: Surveyors will capture mandatory geo-tagged photographs of every damaged property through a dedicated digital application.

  • Two-Step Verification: After initial database collection, field teams will revisit households to verify information, correct discrepancies, and resolve any omissions.

Roadmap to Financial Compensation

According to the state government, the double-check system is designed to eliminate fraud, enhance transparency, and ensure no legitimate victim is omitted from relief packages.

"The digital platform will significantly improve data accuracy and eliminate procedural delays in providing financial relief," Chief Minister Sarma emphasized, adding that a complete verified database of affected households will be finalized by September 10.

By August 30, state and central authorities expect to complete a preliminary cost estimate required for long-term rehabilitation. Once verified, direct financial compensation and reconstruction assistance will be disbursed directly to affected families.
